The Main Sticking Points in the Market Design Reform Package

The key sticking point is about how two-way contracts for differences are going to be used. The commission has proposed an option that would allow such contracts for differences to be used to extend the life of nuclear power stations. Other countries are concerned that this will close off the market in France because there's a big national operator, EDF, which has a very large nuclear fleet. It's a big problem for Germany, for Belgium, the Netherlands, but particularly for Germany.
