In the netherlands and in finland, i was really struck that the idea of design and experimentation was being embraced. The problem is our institutions are not set up to think systemically or act on primarily. If we're gong to move to recognizing that social systems are complex, policy makers don't yet know how to make things work. We need to be able to experiment, to test, diversify, select, and then amplify what works. Then diferently move away from the idea an experiment failed to learned, and try it somewhere else.
