How Did the Republican Party's Handling of These Issues Change?

There are sort of dichotomies that exist in the Republican handling of these issues. But underneath that, we have to remember that the justice system is mostly local and state. 48 states right now are gearing up for the Pell grants to be turned back on. There's a lot of really important work that is actually being done. It's just that no one covers it.
