Even if something is unpleasant or unintuitive at first, people will find a way to figure out what it does and work around it. If you just have the icon with no label and no way for people to tell what it means, probably not. There's definitely an element of when people reach for workarounds that makes it harder to make a business case for doing things in a better way.
