Introduction
Since 2019, Australia has given more than $1 billion in loans to Papua New Guinea. Laceria amounts lesser media coverage, but the Australian government now gives direct support to Timur Leste as well as Salman Islands and Vanuatu. As per the Louis Institute, Australia has quickly replaced China as the leading source of new bilateral loans to the Pacific. The loans are the most public manifestation of a policy that aims to influence how other countries manage their finances.
