Bill Paxton's character is basically a modern day pirate in Titanic, and he's never been able to connect with the human side of the disaster at all. Cameron has talked about seeing a perfectly square, safe size object on his sonar during every dive, but he never had time to investigate it. One of the few glaring impossibilities in this movie, and there are only a few, is that they're actually strict laws against taking items from inside the wreck,. which is essentially protected as a grave.
