The Appeal of King Chit
The appeal of King Chit is largely an ideological one, at least if you're based in Northern France. Kings are much more powerful than their earls for the most part and certainly then their neighbors or things like that. So there's a real sense of the king being one step above anyone else in the kingdom. And indeed, Charles and simple was willing to see Normandy as kind of a sign of the direction of travel there.
