Justice Paul Rulo concluded that the federal government was justified in using the Emergency's Act. It gave them sweeping powers to end last year's convoy protests in Ottawa and at two border crossings. After months of investigations, thousands of pages of documents and over 230 hours of testimony, the report said Prime Minister Justin Trudeau's decision was appropriate.
