What Is an MOC?

An MOC is a place that doesn't have all of the current active things I'm thinking about. If there's no links, it's not an MOC. A lot of MOCs don't show all the other projects or all the other notes. It's adding more and more constraints, which means it's just a note. And then how do you decide what goes into an MOC and what doesn't?
