The Wendat and the Iroquois Confederation
There would be various chiefs, and this is something that resembles other societies around. Both of these confederations was a little bit like the Articles of Confederation in the U.S., where each state could not participate if they didn't want to. So there was a general norm, unlike in a contemporary society, that if your tribe wasn't happy with it, you could just opt out or move out. Nothing was binding, but nonetheless was collective decision-making.
