The App Store Is the Game Store

Every other category of content has some sort of carve out or exemption that they can use to not pay the fee. Netflix hasn't paid the fee for years, and neither now does YouTube. All the streaming services can get around it spotify. They can take their subscriptions on the web. Apple has done everything to preserve that 30% fee on games.
