Is There a Need for More Research Within an Agency?

i've experienced a lot, specifically while i was working as a consultant, is that oftentimes there is not a lot of availability for years of research. And this is where i have in the past, also gotten frustrated with useor research, because i felt like it wasn't exactly what i needed and what would have led me to more valuable conclusions.
