Is This a Children's Movie?

Luke's parents have died in a car accident. He moves in with his grandmother, Helga, and they move to England. The hotel is also hosting a convention for witches masquerading as the Royal Society for the Prevention of Cruelty to Children. We see that they've come together to devise a plan to rid the world of children by turning them into mice.
