Is There a New Covenant in the Old Testament?

Voss writes so much on Hebrews, it's sometimes hard for me to divorce all his material from this single sermon. He is really pointing out at other places, the audience being the external nature of their problem. But yet, Voss is saying that if you are looking to Christ and have an an know that you're joined to him, it becomes the source of the patience. And it actually is the means by which tribulation and suffering is turned into joy.
