In 1908, the IOC recommended that cycling and running not be in any future Olympics. The sense of shame and corruption that we associate with doping is a relatively modern phenomenon. In 1938, the IOC had actually added a line to its charter that essentially banned doping. But as you write that it was hardly enforced, the big shift seemed to be triggered by this death following the cycling team time trial in the 1960s.
