This trip by Xi to Gulf countries is certainly about the Shanghai Cooperation Organization or the SEO, as we say. It's a very encompassing group of Eurasian countries where they can sign noncommittal agreements on energy, economy, politics and security. Currently there are eight countries that includes China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan; more recently India and Pakistan. The wide range of members it has makes it difficult for any binding agreements to be had.
