Adding a Custom Block Observer to Flutters

The idea is to make it as easy as possible to customize and extend a lot of this functionality and make it your own. It's so open-ended so like you can do whatever you want but you have to make all these decisions about how to do things. So that's always the balance but hopefully at least what we were intending with block is to give you something that makes decisions for you in a way that still leaves the door open for you to customize whenever  you really have specific use cases or you want to push the tooling even further.
