When we think about climbe leaders like california, new york, these places, they are climbing leaders not because it's cheaper to mitigate in these places. It is because they have stronger loca political support. And that provides an opportunity to arbitrat so even though climbe leaders that doi have a relatively high implicit carbon tax because of this trade, don't see significantly more ac like higher cost of achieving the same go at the national level.
