Is There a Government Capacity to Ration the Gas?

Germany is talking about the need for rationing of energy this coming winter. Russia is threatening to turn off the taps, so it got me wondering government ability to even ration the the gas in this way. I mean, is there even the bureaucratic capacity of governments these days to do this kind of wholesale rationing? Not right now.
