Is There Evidence That the Letter Carrier Exegetted Explained or Interpreted Paul's Letter to the Romans?

Phoebe is mentioned in Romans 16, one to two. Paul commends her to the Roman church. It is often assumed that Phoebe was not only the letter carrier, but also the letter reader and would have served some kind of interpreting role. Brett: Asking that question seems to suggest that we are wondering if her role was close to the role of the teaching pastor in a modern church.
