The Fear of the Unknown
Comstock's zeal earned him a bad reputation, and he was seen as a monomaniacal buffoon. He said he arrested enough people to fill 60 train cars. It anticipated the misuse of trains in the 20th century. I think often it is fear of the unknown. A lot of sexual repression comes from genuine fear that another person's sexual activity is going to cause harm to the group.
