Aristotle says that in a small community, people will want you to be the leader anyway. That our society is just far too gone, for that was principles. If it gets big enough, then you need the secret police. It reminds me of the notion that a polity, like having to be small, right? People have to know one another in order to have a community; if you don't, other behaviors have to come to bear.
