Lincoln's Suspension of the Writ

John Merriman, a Confederate sympathizer and Maryland militia officer, helped cause the panic that led to Lincoln's first suspension of the writ. For his actions, Merriman was arrested and imprisoned at Fort McHenry outside of Baltimore without a warrant. Chief Justice Roger Taney filed his objections to the arrest as ex parte merriman in June of 1861. The court couldn't do anything about it because the military authorities refused to enforce the writ.
