An evil God would be one that is actively working against the salvation of humans. Some people wonder about the question could God have made free creatures who never sin? If it's true that, you know, sin is really a free choice and comes from us then there wouldn't be entirely in God's power to make free creatures whonever sin if sin is just part of using free will.
