High tech is going to be an instrument with which they will try to maximize their national power as well as achieve their objectives of either denying or outpacing their adversary. If your objective is denial, then the instruments that you might use are things like secondary sanctions, restrictions on movement on high tech labor and export controls. Now similarly, if the strategic objective is actually outpacing your adversary, then you can see instruments like industrial espionage,. probably targeted poaching of key talent from the companies and other countries. You might see partnerships being built between different countries, or finally, you might see certain form of cooperation, which wasn't happening earlier, may happen now.
