The idea of a prisoner's dilemma is that two parties are strictly better off defecting on each other. But the scenario where they both affect on each other is actually not a good scenario. And it would be better if they somehow could both pre commit to cooperating. So even though each of them has a sense of the defect regardless of what the other one does, they'd actually be better to cooperate.
