The Father's Choice to Show Mercy to the Repentant
The father doesn't have to receive the son back from the pigstide just because he humbled himself and asked for a slave job. He's not obligated to do anything for him. A repentant person is no more deserving of being forgiven than an unrepentant person. The fact that god chooses to show mercy to those who repent is his prerogative, and his prerogatives alone.
