The Psychological Crowding Out of Government
I did not run for reelection, primarily because I realized how much I liked being called Mr Mayor. It's just tempting to find ways of trying to achieve something to create a legacy to spend other people's money. If the government's going to step in and spend money, then I as a citizen, am less likely to think in terms of raising money or donating. Instead, I'm going to come to you hat and hand. And that's kind of a psychological crowding out. Yes.
