Winston Churchill's Dilemma
Winston Churchill was caught in a terrible dilemma when faced with competition from Calcutta. He didn't want to give fiscal autonomy to India because they're going to put tariffs on the goods coming from here. So he introduced trade board acts and minimum wage legislation, which applied to jute industry. But manufacturers are not satisfied by the fact that he's a free trader and does not have. And so at that point, Lancashire is going to lose out.
