The political landscape hitler is venturing into is complicated one. Since the ousting of the kaiser at the end of world war one, germany has been a republic. Central power resides in berlin, but there's also a federal arrangement. There are 17 states, or lende, each with its own provincial government. The most powerful, prussia and bavaria, function almost as independent nations. A chancellor wrangles his cabinet together by horse trading the senior posts between the main parties.
