Layman and lemuel say they didn't believe that jerusalem could be destroyed. And there's other hints of this in the bible too. There seems to be a sense among people that jerusalem is invincible, that you can get attacked but god won't let it be destroyed. Get a very dramatic example of that in hezekiah's day. So then we get josiah. And josiah is one of the most important kings in the history here.
