What Is Section 2 of the Voting Rights Act?

The Voting Rights Act gets passed in 1965 as part of the Civil Rights Act. Section 5 said that if you were a state or a jurisdiction that had a history of discrimination, you couldn't just pass changes to your voting laws without getting it pre-cleared by the Justice Department and judges in DC. Without Section 5 in place, Section 2 becomes much more important. Historically, it's been used mostly to address gerrymandering kinds of concerns.
