CVS S lets you prioritize vulnerabilities based on a huge database that everybody shares. CVSS V3 already had a few fields describing what the actual effect of the vulnerability on a system was. The attack requirements thing is a new field that basically says whether or not a vulnerability has any prerequisites for exploitation.
