I do edit things with external editors within photos. You could also do that for cropping, but that little three dots open an external editor is a pretty slow process. I use pixel-meter pro to do a content-aware fill kind of thing to erase people and expand the background because it works way better than anything in the Photos app. A lot of the apps like RawPower and PhotoMator take advantage of the fact that Apple lets third party apps access the photos library.
