In a democratic system, the president makes crucial decisions. But under Putin, he doesn't answer to anybody and must make them himself. This can work well in times of crisis but goes haywire when there are multiple crises going on at once. It's impossible to predict when this set of complex interactions might occur; I think the odds go up when you just increase the burden on central policymakers.
