Isn't Staring a Quat a Sex Crime?

i've got serious concerns about the police after sarah everard. The idea that you would go running to a police officer to report this sort of thing seems, frankly ridiculous. Men know that they are not supposed to rape you. They know that they're ot supposed to sexually abuse you in any sense. Everybody knows that doesn't stop it happening. Don't see how a tearfell poster campaign is going to help with any of that. I think saying that staring a quat and any kind of sex crime is, we're getting into pretty worrying territory.
