There was a belief that we the community are beingp and so, you know, we will. A lot of deities in hinduism are animals, or there ou know, they appear as animals,. Or the spouse is an animal, or they ride around on an animal... Cows are considered sacred. So it's when those animals start to cause problems, people are not as quick to rush into action. The other thing going on, while they are pests and nuisances to people, the people are also gathering at temples these monkeys ecause they know people.
