The city of Jerusalem is run by the high priest and by the Sadducees, etc. The Pharisees are really helpful to the temple state because they are highly respected by the people. But Jesus does something in his interpretation of law that's different than the Pharisees. So we have a coalition of the temple state that keeps Pilate happy. And that keeps Tiberius happy in Rome.
