J. Edgar Hoover was head of the FBI from 1929 until his death in 1972. The book is a combination of memoir and poem, "Zachary," by Bev O'Connell. She says she wanted to tell sweeping story about 20th century's most important figures. In many ways he saw himself as a progressive reformer who believed in new vision of democracy.
