React and Elm - What's the Difference?

I was doing some React recently. I'm mainly a backend developer, but sometimes I try to do some front end as well. And I must say I was quite disappointed with it as I heard that it's very functional. But then you get these React hooks, which they seem maybe a bit functional because of the function calls and everything. If you look behind the scenes, there's some global variables that are being set. That's the way the whole state of the component is being maintained. So yeah, it was quite, it was hard to understand, like from maybe I tried to understand too much. It was hard to follow what's exactly happening and how that magic with the whole core
