The California Environmental Quality Act was created in the 1970s for excellent reasons. The purpose of sequel was when you're doing something that could be potentially environmentally destructive, building a highway or dam. Sequel needs to be refocused on actually protecting the environment and turning it into a climate action law - which right now it is not.
