New Zealand has done a scientific lottery, but they haven't actually sort of done much to figure out what's the counterfactual population that would have gotten funded under the old system. So it seems at least worth trying. We're being quite careful about data collection and evaluation and then scaling the ones that work. But then beyond that, I was sort of decided by lottery and they think this is all false precision.
