The president's successor will not authorize further transfers of detainees. Do you understand that as reflecting a general mattis's will, or something that the white house is ok with? I was frankly surprised there wasn't an executive order on day one,. Kind of book marking the obama executive orders. But i think we're gongto get to a point where inough to look at that carefully.
