The Relationship Between Water and the Earth

After verse four, once we've started the Genesis two account of the creation. It seems like earth and heavens, there's no mention of water being above the heavens or the heavens being having any relationship to water. King James has a mist arising and a NRSB has a stream rising up from the earth. In both cases, waters come, but it comes from the earth in both accounts.
