You've been involved in negotiations with India. Was there ever an assumption or something explicit that US assistance would go hand in hand with obligations? No, no, never. And I think that was partly a function of circumstance. When we negotiated the nuclear deal in the early 2000s, US-China relations were certainly not bad. We had disagreements on various issues, but there was no fundamental confrontation.
