Is There a Falling Intonation in a Tag Question?

She says that when she asks students if they have falling intonation or rising intonation, there is often an extreme answer such as "we've met before haven't we" This can be hard because depending on where you start whether you're going to be successful at either rising or falling it depends how much stress has been placed on each word.
