CNN's John Defterios got access to government data that helped him do the analysis. Data included crucial information on who was the inspector handling the declaration, he says. It also included risk score, types of fraud detected and modifications done by inspectors during clearance process. He used this info to try and identify how corruption was happening in Madagascar.
