Napoleon the third had spent most of his life studying political economy. He wanted to tear down tariffs and remove all protectionist barriers, both internally externally. More than anything, he wanted free trade with the british. His vision for a free global market extended to completing his uncle's dream of building a canal that would link the red sea to the mediterranean.
