The Damage of the Exclusion
The exclusion is often referred to as the original sin of health policy. It increases prices for medical care and then for health insurance because it insulates people from the cost of health insurance. Every problem that health reformers complain about is either directly a result of the exclusion or the exclusion makes it much, much worse.
