Is There a Classical View of the Purpose of Publication?

Most of us would learn a lot more from a talk that is presenting nothing novel than a talk that's presenting only novel things. And the papers don't get read because they often, they are the big conferences. They're on very diverse topics within the broad umbrella of the conference area unless I'm thinking about our own human computer interaction area. The purpose of publication should be to communicate with other humans rather than just adding to the archive of facts.
